CSASMC MID-WINTER MEETING

April 5. 1997

Omaha, Ne.

 

The meeting was called to order by President C.W. Rybin at 10:00 A.M.

The invocation was given by Sgt-at-Arms Norman Conley.

President Rybin welcomed all the Nobles and their ladies to Omaha and hoped they enjoy the weekend.

A roll call was made of the CSASMC Officers. All were present with the exception of Organizer Jerry Ritchey who could not attend due to a death in his family.

Sgt-at-Arms Conley reported that there were 60 Nobles present with 36 Nobles having voting privileges.

President Rybin called upon the Secretary to read the minutes of the previous

Mid-Winter Meeting. A motion was made by Glen Smith Tangier Vintage Iron and seconded by Mark Miller Tangier Motor B Patrol to accept the minutes of the previous Mid-Winter Meeting as printed. There was no discussion the motion, a vote was taken, and the motion carried.

The Secretary read the minutes of the Awards Banquet in Overland Park Kansas on August 30, 1996. The Secretary made a correction in the Midget Obstacle Course that 2nd place should read Abdallah Trail 70's, not Abdallah Blue Racers. Secretary Waite made a motion that the minutes of the Awards Banquet be accepted as corrected. The motion was seconded by Past President George Paul. There was no discussion, a vote was taken and the motion carried.

President Rybin called upon the Secretary to read the financial report. After a brief discussion on the report, a motion was made to accept the report as printed, seconded by Past President Jim Stahl. There was no further discussion, a vote was taken and the motion carried.

At this time President Rybin introduced the Officers of CSASMC and all the Past Presidents present.

President Rybin called upon 2nd Vice-President Bill Green to give a report on CSSA in Oklahoma City. Noble Green passed out an information packet containing maps and a schedule of events for all CSSA functions in Oklahoma City. Noble Green explained that the Motor Corp Competition will be at the fairgrounds, and the Thursday meeting and the Awards Banquet will be held at India Temple. He also mentioned that the India Motor Corp will be hosting a hospitality room at the Raddison Hotel throughout the weekend and hoped that all the Nobles and their ladies would join them.

First Vice-President B.J. Smith spoke to the Nobles on the 1998 Mid-Winter Meeting. Noble Smith explained that the meeting will be held in Kansas City with a possible trip to the Casino on Friday and welcoming party on Friday night.

Sgt-at-Arms Norman Conley spoke to the members about the Shrine internet and informed the Nobles that he has put together a home page for CSASMC and he will be updating all CSASMC information as it becomes available to him.

President Rybin asked if the members had any unfinished business. A question was asked on the consolidation of classes in 1996. The Secretary explained how the classes were combined. A discussion was held on the pros and cons of consolidation. A motion was made by Mark Miller Tangier Temple to leave the consolidation in place for 1997. The motion was seconded by Past President Jim Hull. A vote was taken and 21 Nobles voted for consolidation and 11 Nobles voted against.

Sgt-at-Arms Norman Conley proposed a new way of judging the Show Car Competition. A motion was made by Past President Bob Giesen to accept Noble Conley's proposal for Show Car judging, which stated that all Vehicles in the same unit will parade together as a unit, and then all cars in said unit would immediately report to the inspection area where all cars in the same unit will be inspected at the same time in their various classes. The motion was seconded by Noble Norman Conley. A vote was taken and the motion carried.

President Rybin called for new business.

First Vice-President B.J. Smith presented the members with the idea of forming a new Touring Class for heavyweight motorcycles. Motorcycle in this class must be of the touring type and may be made up of different makes, models, years, and colors. A motion was made by Charlie Vogel Sesostris Temple to accept the new Touring Class with all units in this class taking a 2 point deduction for uniformity of equipment. The motion was seconded by Charlie Otoupalik Sesostris Temple. A vote was taken and the motion carried.

President Rybin informed the members that there is no rule or By-Law that prohibits a member to participate in Competitive Drill in more than one classification. There are several members of CSASMC who hold membership in more than one unit or club within their Temple and they may enter Competitive Drill as a member of each unit or club. Also some units have more than on type of vehicle which will allow a member of that unit to enter Competitive Drill in each class that his unit or club participates in. It was agreed upon by the members to allow this as long as it is understood that any member who

competes in more than one classification will be solely responsible to be at the right place at the right time and no rules or changes in times or fields will be made to accommodate them, and that they will pay the $8.00 per member dues for each unit or club to which they belong.

President Rybin called upon the Secretary to read the modified rules of the Obstacle Course. Each rule was read, discussed, and agreed upon individually. A motion was made by Charlie Vogel Sesostris Temple and seconded by Charlie Otoupalik Sesostris Temple to rule # 7 which states that no Noble can ride the Obstacle Course in more than one class, even though the Noble may have ridden in more than one class in Competitive Drill. A vote was taken and the motion passed. A motion was made by Mark Miller Tangier Temple to add rule # 15 to require all riders on the 2 wheel obstacle course to wear helmets. The motion was seconded by Charlie Vogel Sesostris Temple. A vote was taken and the motion carried. A motion was made by 2nd Vice-President Bill Green to add rule # 16 which would state that no hopped up or stripped down vehicles will be allowed. The motion was seconded by Past President Cliff Hansford. A vote was taken and the motion carried.

Noble Chris Christensen of Tangier Temple commented that in Show Car Competition there is a bonus point system to level the playing field between large units and small units, and suggested that the same bonus point system be carried over to Competitive Drill. A motion was made by Mark Miller tangier Temple and seconded by Charles Petersen El Jebel Temple to implement the bonus point system into Competitive Drill. After a brief discussion a vote was taken and the motion failed.

Secretary Waite explained how mandatory maneuvers were scored in 1996. A motion was made by Past President Bob Ware, seconded by Past President Derrill Johnston to eliminate the mandatory maneuvers in Competitive Drill. A vote was taken and the motion carried.

Past President Jim Hull presented the following proposed By-Law changes which were presented to the Secretary on March 1, 1996.

Article VI Sec. 7 reads : The Secretary of this Association shall be reimbursed an annual sum to meet his expenses of attending the meetings of this Association. Such sum shall be in the amount as provided by the Executive Board and shall be in addition to the usual Secretary's expenses.

The proposed By-Law change would read: The Secretary of this Association shall be compensated for his duties. Such sum shall be in the amount set by the Executive Board.

After a brief discussion a vote was taken and the By-Law change was accepted.

Article II Sec. 6 now states: The President of this Association shall be allowed

$3.00 per member based on the last years membership for the expenses of the Mid-Winter Meeting.

The proposed change would read: The President of this Association shall be allowed up to $3.00 per member based on the previous year membership for the expenses of the Mid-Winter Meeting. A vote was taken and the proposal was accepted.

Article 4 Sec. 1: Proposed to add the following. He shall have the authority to make judgment on any matters not covered in the rules or By-Laws. A vote was taken and the proposal was accepted.

Noble Glenn Smith Tangier Temple presented a change to Article II Sec.2.

His proposal was to eliminate the $8.00 per member dues to a flat rate of $115.00 per unit regardless of the number of members in your unit. This By-Law change was not presented to the Secretary 30 days prior to the Mid-Winter Meeting and will be laid over to the 1998 Mid-Winter Meeting for discussion and vote.

A motion was made by Past President Cliff Hansford, Seconded by 1st Vice-President B.J. Smith, to place an ad in the IASMC Cakras Magizine. A vote was taken and the motion carried.

President Rybin called for the election of Officers. Noble Glenn Smith Tangier Temple made a motion that all the office of President be vacated and all Line Officers be advanced one chair. The motion was seconded by Charles Petersen El Jebel Temple. A vote was taken and the motion carried.

First Vice-President B.J. Smith explained to the members the duties of the Officers and responsibilities the President.

President Rybin declared that the floor was now open for nominations for the office of Organizer.

Past President Bob Ware nominated Charles Petersen of El Jebel Temple.

Glenn Smith nominated Mark Miller of Tangier Temple.

Past President Cliff Hansford nominated Sam Coen of Ararat Temple who withdrew his name.

A motion was made by Past President George Paul that the nominations cease. The motion was seconded by Jim Runyon of Tangier Temple. Motion carried.

Ballots were distributed and Charles Petersen of El Jebel Temple was elected Organizer of CSASMC.

President Rybin introduced Past Potentate Roger Nicholsen of Tangier Temple and is now serving as 6th Vice-President of CSSA who gave a brief talk on CSSA and his expectations that the CSSA Officers get more involved in the other Associations.

The last order of business was for drawing for field positions as follows:

MINUTES OF THE CSASMC FALL MEETING

August 28, 1997

OKLAHOMA CITY, OKLAHOMA

The meeting was called to order by President B.J. Smith

The invocation was given by Forth Vice-President Norman Conley.

President Smith welcomed everyone to India Temple in Oklahoma City.

President Smith reminded the Nobles that no business will be conducted at this meeting.

President Smith called upon First Vice-President Bill Green to explain to the Nobles the layout of the Competition Fields and where they can and cannot park. Noble Green informed everyone that the India Motor Corp was hosting a hospitality room for all Motor Corp members and asked that everyone stop in for some camels milk.

President Smith informed the Nobles that due to the fact that we must be off the field no later than 1:30, that the starting time will be moved up to 7:30 A.M.

President Smith informed the members that banquet tickets will be available after the meeting is over, and that there will be a mobile home set up at the drill field where banquet tickets, hats, and patches will be available.

President Smith called upon the Secretary to read off the units that are registered to compete to confirm their intentions.

The times for Drill Fields and Show Car Competition were then drawn.

There being no further business President Smith asked for and received a motion to adjourn. The motion was seconded and passed.

MINUTES OF MID-WINTER MEETING

APRIL 25, 1998

KANSAS CITY, MISSOURI

The meeting was called to order by President B. J. Smith at 10:00 A. M.

The invocation was given by Past President Bob Giesen.

President Smith introduced the CSASMC Officers and Past Presidents.

President Smith introduced the CSSA Officers present, 1st Vice-President Warren Werling, 4th Vice-President Roger Nicholson, and 5th Vice-President Ronald Mannoni.

President Smith then introduced the IASMC Past Presidents, Cliff Hansford, and current Officers Lindsay Oaker and Bill Smith.

First Vice-President Bill Green introduced the India Temple Divan in attendance.

President Smith called upon the Secretary to read the minutes of the 1997 Mid-Winter Meeting and the 1997 Fall Meeting.

A motion was made by Past President Jim Hull, seconded by Past President to approve the minutes as printed. Motion carried.

President Smith called upon the Secretary to read the financial report. Secretary Waite read the financial report and explained to all the Nobles the expenses for the past year. The Secretary also informed the members that the Executive Board invested $10,000.00 in a mutual fund account that paid a return of 24% for 1997.

Secretary Waite made a motion that the financial report be accepted as reported, motion was seconded by Past President Jim Hull. Motion carried.

Secretary Waite read the communications from Midian Antique Autos concerning the scoring in Show Car Competition, a communication from Past President Bob Giesen concerning changing of classifications in Show Car Competition, and a communication from Tangier Vintage Iron concerning an amendment to the By-Law change to be voted upon at this meeting.

President Smith explained to the members that the CSASMC President was invited to attend the CSSA Mid-Winter Meeting for the first time since 1982. President Smith then called upon CSSA 1st Vice-President Warren Werling to address the Nobles. Illustrious Sir Warren explained that the current CSSA line officers are open to any communications or suggestions to help increase the number of participants in CSSA. He also explained that the CSSA Officers would appreciate any suggestions the Nobles had to allow CSSA to help all subordinate associations with their competition. He noted that any suggestions should be made through the CSASMC Officers.

President Smith then called upon 1st Vice-President Green to address the members. Bill Green proceeded to explain to the members that he and 3rd Vice-President John McLaughlin had made trips to Branson to view the competition site that was selected by the CSSA Branson Committee. After viewing pictures taken of the site and explanation of the conditions and grade of the area, the CSASMC Officers decided that the site selected was inadequate and extremely dangerous for all our various forms of competition.

A letter will be sent to the CSSA Officers expressing our concerns in hope that they will be able to accommodate us. Bill Green told the members that they will be receiving a mailing in June as to the situation and asked the members not to cancel their rooms until they receive the mailing.

President Smith called upon 3rd Vice-President John McLaughlin to talk on his attendance at the CSSA Mid-Winter. John explained that the CSSA Officers and some of the voting members present did not know what the Motor Corp needed to put on a good and safe competition and hoped that they could better help us in the future when they select the convention sites.

President Smith called upon 4th Vice-President Norman Conley. Norm explained to the members that the Motor Corp is on the Internet and all CSASMC information, rules, and By-Laws are available on the net.

President Smith called for reports from Past Presidents. Past President Bradley Waite explained that the person running the multi-wheel obstacle course said that there were too many people crowding around the timing table and interfering with the scorekeeper. The members were informed that the rules of the Obstacle Courses allowed for disqualification of any unit that interferes with any of the judges.

President Smith called for any unfinished business. Secretary Waite read the By-Law proposal from the 1997 Mid-Winter Meeting concerning dues. Noble Don Streeter from Tangier Vintage Iron proposed an amendment to the By-Law change that would put the dues paid by any unit would not exceed 30 members. Noble Ural Moon of Ararat Ole Cars suggested that the limit be set at 25 members. A motion was made by Past President Jim Stahl to change the maximum dues paid by any unit or club at 25 members. The motion was seconded by a Noble from Ararat Cycles. Motion carried. Article II, Sec. 2 will now read:

The annual dues of this Association shall be $8.00 per member, per year and shall not exceed a maximum 25 members, regardless of the number of members in the unit or club, and are due January 1st of each year and shall be paid by those members outlined in Article I, Section 1 and shall be paid into the treasury of this Association on or before March 1st of each year. Dues of members shall become delinquent March 1st and shall become $9.00 per member.

Noble Ron Bosse of Midian Antique Autos proposed a new rule change in the Show Car Competition. The proposal would add a .5 bonus point for each car over the number of cars entered in the same classification which would then be added to the averaged score of the entire unit. Noble Bosse made a motion to accept this change, motion was seconded by Noble Ron Stowall of Midian Motor Patrol. Motion carried.

Organizer Charles Petersen noted that in Competitive Drill, that a unit that has 10 to 18 vehicles on the inspection line has a greater chance of point deduction than a unit with only 4 vehicles. He therefore made asked for a show of hands for those in favor of the same number of vehicles and personal be inspected within the same classification. The vehicles and personal to be inspected will be determined by the inspection judges. The members showed approval.

Past President Bob Geisen proposed a classification change in the Show Car Competition that would eliminate the Kit Cars class and create a new class for Modified cars or Street Rods. He made a motion to accept this proposal, motion was seconded by someone from Ararat Temple. Motion Carried. The Modified Class will be:

Any automobile that has been altered from an original vehicle, that is state approved, licensed and insured for street driving in the state the member resides can compete. No vehicles that compete in other classes or commercial vehicles may compete in this class.

Noble Bill Mosely of Moolah Capital Shrine Club asked if the multi-wheel obstacle course could be made a little wider to accommodate the larger indy cars. First Vice-President Green informed him that the course will be made up to accommodate all multi-wheel vehicles.

A Motion was made by Past President Cliff Hansford that the association place an ad in the IASMC Cakras magazine in 1998. The motion was seconded by Past President Jim Stahl. Motion carried.

Secretary Waite explained that all units will receive a mailing on CSSA in Branson with competition registration form and banquet reservation forms. He asked that units not send registrations to him by certified mail because there may not be anyone available to sign for it. He suggested that they be faxed if possible. A return reply to confirm that your form was received will be sent by mail or fax. Also the banquet reservations need to be sent to Bill Green in the pre-addressed envelope that will be provided.

President Smith called for election of the office of Organizer.

Noble Lindsay Oaker of India Temple placed the name of Darrell David of India Temple in nomination for the office of Organizer.

Past President Cliff Hansford placed the name of Sam Coen of Ararat Temple in nomination for the office of Organizer.

There being no further nominations, President Smith declared the nominations closed and a ballot cast. Ballots were cast and Darrell David was elected Organizer.

While the ballots were tabulated Vice-President Green asked the members if they would like to continue with the consolidation of classes. The members showed that they were in favor of it.

With no further business to come before the members, the meeting was adjourned.

The benediction was given by Past President Bob Giesen.

MID-WINTER MEETING

APRIL, 10, 1999

OKLAHOMA CITY, OKLAHOMA

The meeting was called to order by President Bill Green at 9:00A.M.

President Green called upon Past President Bob Giesen to give the invocation. Past President Giesen asked for a moment of silence for Past Presidents Jim Hull and C. W. Rybin who have passed away since our last Mid-Winter Meeting.

A roll call of Officers was taken and all were present.

President Green introduced the Past Presidents present along with Illustrious Sir Warren Werling, President of CSSA. President Green also introduced Past Potentate Bob Watts of India Temple and gave him special thanks for his help in Branson. President Green explained to the members that when he was informed on Thursday evening in Branson that there would not be any judges on Friday for Competition, Illustrious Sir Bob told Bill Green that he would change all of his Divan members plans and that he could count on the India Divan to be there to judge our Competition.

President Green called upon the Secretary to read the minutes of the previous Mid-Winter Meeting, Fall Meeting and the Awards Banquet.

The Secretary entertained a motion that the minutes be accepted as printed. A motion was made and seconded to accept the minutes as printed. A vote was taken and the motion carried. The Secretary read the financial report and explained each of the expenses to the members.

President Green asked for and received a motion and a second to accept the financial report as presented. Motion carried.

The Secretary explained to the members that in with their minutes were copies of all communications that were sent to him and all communications sent from the Motor Corp to various people.

President Green asked for reports of Officers.

President Green explained to the members about some of the confusion and problems that we incurred at Branson.

President Green called upon 1st Vice-President Jack Neff to bring the members up to date on Competition in Tulsa. Vice-President informed the members that he has visited the Competition site in Tulsa and the facilities are less than desirable. Currently there is not enough room to hold all our Competition at the same location and there are various safety problems with a road that must stay open that runs through our Competition area. Also there’s currently no parking available to park any tow vehicles. The Awards Banquet will be held at the Adams Mark hotel in downtown Tulsa that has facilities for up to 800 people for a sit down banquet dinner. The Fall Meeting and drawing for times on the field will be held at Akdar Temple on Thursday afternoon. The 2000 Mid-Winter Meeting will be in Denver Colorado on April 13-14, at the Denver West Marriott Hotel.

Second Vice-President John McLaughlin informed the members that according to the First Vice-President of CSSA, John Arnold, we would not receive any information on our Competition site in Wichita in 2000 until after the Ceremonial in Tulsa. He proceeded to inform the members that for the Ceremonial in Kansas City in 2001, they have secured the Woodlands horse and dog track parking lot, but if that property is sold, they are looking at the new NASCAR racetrack parking lot and the Kansas City Chiefs parking lot.

Second Vice-President Norman Conley explained that he and Past President Bob Geisen are working with the Wichita CSSA Committee to secure a site for Competition. He also explained that the Motor Corp has a web page that contains all information pertaining to the Motor Corps including the by-laws, rules for Competition, minutes of the meetings, and Competition results.

Secretary Bradley Waite explained to the members that the usual site for Competition foe Omaha in 2002, Aksarben parking lot is now owned by the Douglas County and currently does not have any funding for maintenance of the parking lot and it is in very bad condition. He has recommended other sites to the Omaha Committee and it will be their decision where we will compete.

There were no reports from the Past Presidents.

There were no reports from any Standing Committees.

There was no unfinished business.

President Green called for any new business.

Past President Jim Stahl made a motion that the Motor Corp place another ad in the IASMC Cakras magazine as we have done in the past for a cost of $85.00. There was a second to the motion. A vote was taken and the motion carried.

President Green explained a proposal by the Mini Indy Class to consider a split in their class to accommodate a small and large classification. A spokesman for the Ararat Mini Indys spoke in favor of the split because they felt that they could not compete with the racecars from the India Racin Masons. Noble Richard Broom of India Racin Masons explained that their cars are set up for racing because that is what they are, Mini Indy race cars. He also said that they would not oppose any split in the class because that will enable them to compete in both new classes and therefore give them more competition. A motion was made by Moolah Capital Mini Indy's to split the Mini Indy Class into two classes, Mini Indy Large 7 hp. and over, and Mini Indy Small less than 7 hp., with the stipulation that there are at least three units registered for Competition by the registration deadline. If there are not three units registered in each category, the class will remain as Mini Indy’s. A second to the motion was made. Past President Bob Ware made an amendment to the motion that we split the Obstacle Course only and leaves the Competitive Drill alone. Alter much discussion, he withdrew his amendment. A vote was taken and the motion carried. Secretary Waite explained to the members that a new method of inspection in Competitive Drill, which was tried in Branson, did not work. In Competitive Drill in 1998 the judges were instructed that they were only to inspect a certain number of vehicles and personal. This number was the lowest number of competitors in each classification. This created a lot of confusion with the judges because we were unable to obtain the number of participants in each unit due to the lack of attendance of some units at the Thursday meeting. Secretary Waite suggested that we use the same scoring method in Competitive Drill that is used in Show Car Competition, which will add 5 bonus point to their score for each participant over the number of participants in their class, which the Show Car participants said works very well and is simple and fair.

Past President Bob Ware made a motion and a second was made, t hat we forget about the number of participants and instruct the judges to inspect only four vehicles and personal at random in Competitive Drill for Competition in 1999. All units will still be required to put all their Competitive Drill participants on the inspection line and the judges themselves will determine which vehicles and personal they will inspect. A vote was taken and the motion carried. Secretary Waite suggested a change to the Bylaw that was changed in 1998 that allows a maximum cap that a unit pays at 25 members. He noted that some Nobles are participants in more than one unit or club, and that sometimes one of the units meets the dues cap and the other does not. He made a motion and seconded that if a unit or club has a member who also belongs to another unit or club, and one unit or club falls under the 25 member dues cap, they should be required to pay for 25 members plus dues for each individual who hold dual membership. A vote was taken and the motion failed.

President Green adjourned the meeting for a short break and informed the members that we will begin again at 10:40 A.M.

Following the break President Green read the letters that were sent to the CSSA Officers expressing our concerns about inadequate Competition and Banquet facilities. A letter was also read which informed all the CSSA Officers the requirements the Motor Corp needs to hold Competition and extended an invitation to them to attend any of our functions.

President Green then asked Warren Werling, President of CSSA to address the members.

President Werling expressed his pleasure to be at this meeting. He explained to the Nobles some of the changes that have been made at the Tulsa Fairgrounds and his committee is trying very hard to keep as much competition as possible at the fairgrounds. There other alternative is to hold competition at another location, possibly up to 30 miles away. He informed us that he would go back and to the Tulsa Committee and see if they can make some adjustments. He also brought the members up to date as to what it takes to put on the entire CSSA Ceremonial, and said he would do whatever he could to open up the communication between CSSA and all their Associations. President Green asked if the members they would like to continue the consolidations of classes. A motion was made and seconded that after the deadline date for registration for Competition, any class that does not have at least units registered to compete shall be consolidated with the next class. A vote was taken and the motion' carried.

President Green called upon Bob Sides of Sesostris Temple to speak to the members on a Masonic Motorcycle Organization.

President Green called for the election of Officers.

A motion was made by Past President Jim Stahl, 2nd vice Past President Bob Giesen to vacate the office of President, and move each Officer up one position, leaving the Office of Organizer open for election. Motion carried.

First Vice-President John McLaughlin placed in nomination the name of Sam Coen of Ararat Temple for the Office of Organizer.

Noble Charlie Otoupalik of Sesostris Temple placed in nomination the name of Bob Sides of Sesostris Temple for the Office of Organizer.

A ballot was cast and Noble Bob Sides of Sesostris Temple was elected to the Office of Organizer.

President Green called upon Past President Bob Giesen to give the benediction.

There being no further business to come before the members, a motion was made and seconded that we adjourn, Motion carried.

MID-WINTER MEETING

APRIL 15, 2000

DENVER, COLORADO

The meeting was called to order by President Jack Neff at 9:00 A. M.

The invocation was given by Second Vice-President Norman Conley.

President Neff extended a hearty welcome to all the Nobles present and informed everyone that the Banquet and Installation of Officers will be held this evening in the same room we are meeting in.

President Neff called for a roll call of Officers. All Officers were present.

President Neff called upon the Secretary to read the minutes of the previous Mid-Winter Meeting and Fall Meeting. After reading the minutes, the Secretary made a motion that they be accepted as printed. A second was made to the motion, a vote taken, and the motion carried.

The Secretary the read the financial report and explained all the expenses to the members.

A motion was made and seconded that the financial report be accepted as printed. Motion carried.

Past President Cliff Hansford made a motion that CSASMC automatically place an ad in the IASMC Cakras Magazine each year and authorize the Secretary to pay the ad when due so that we are not late each year at the time of our Mid-Winter Meeting. The motion was seconded, a vote taken, and the motion carried.

The Secretary read the following communications:

A letter from Past President George Paul on the recent death of his wife Hallene.

A letter from Past President Bob Giesen stating the intent of Noble of Midian Temple Ron Boese to be a candidate for the Office of Organizer.

A thank you card from Becky Boggess for the flowers sent for Past Secretary Glendle Boggess.

A letter from Noble Gene Doser of India Temple stating his intent to be a candidate for Organizer.

President Neff called for Reports of Officers.

First Vice-President John McLaughlin informed the members on Competition in Wichita. The Competition fields will be at Lawerence-Dumont stadium parking. He explained that we will not be able to do all the field set up on Thursday as usual because there will be a ball game at the stadium that night. We will be able to do all the layout and marking of the fields, and someone will have to set up the stanchions and all the cones at 4:00 A. M. on Friday morning. He also explained that there is a possibility that Competition may not start at the usual time of 8:00 A. M. and that the start time will be announced at the Fall Meeting on Thursday afternoon. The Awards Banquet will be held at the Marriott East Hotel with a cocktail hour starting at 6:00 P.M. with dinner at 7:00. followed by the presentation of awards. The banquet room has a capacity of 600-650 people and tickets will be issued on a first come first serve basis. The Fall Meeting and drawing for times on the fields will be held Thursday at Midian Temple at 2:00 P.M.

Second Vice-President Norman Conley explained to the members that CSASMC has a web site that has all information concerning the Motor Corps and urged the members to make use of it.

First Vice-President McLaughlin explained to the members that CSSA 2001 will be in Kansas City and that our Competition will be at either the Woodlands race track, Cheifs stadium, downtown airport or at Station Casino. The Award Banquet will be at Ararat Temple along with the Thursday Fall Meeting.

Third Vice-President Jerry Ritchey explained to the members that CSSA 2002 will be in Omaha and that the site picked out for our Competition, Bluff Run, may not be available

to use and that we might be able to use Harvey's Casino employees parking lot with the Awards Banquet also at Harvey's.

Fourth Vice-President Chuck Petersen informed the members that CSSA 2003 will be back in Branson and the CSSA Committe is looking at the airport for our Competition.

There were no Reports of Past Presidents, Standing Committees, Special Committees, or Unfinished Business.

President Neff called for any new business. Past President Cliff Hansford again explained that there are too many Units waiting until the last minute to ride the Obstacle Course. He suggested that all Units who are not in Competitive Drill should ride the Obstacle immediately at the start of Competition. After much discussion a motion was made and seconded that any that is registered for Obstacle Course only must report to the Obstacle Course within one hour from the designated start time of Competitive Drill. Any Unit failing to report by the proper time will be allowed to ride the course only when there is an open time between Units that are in Competitive Drill. Motion carried.

Discussion was brought up on the clarification of the Touring Class. It was understood by some Units that you had to have a "heavy weight bike with saddle bags" to compete in this class. It was explained by Second Vice-President Norman Conley that the intentions of the Touring Class was to enable Units with bikes that are not uniform to compete in this class with all taking the same 2 point uniformity deduction. After much discussion, a motion was made by Gene Doser of India Temple, seconded by Sgt-at-Arms Darrell David, that the class will be re-named the Un-Uniform Class and will be for any Unit who has motorcycles that are street legal of any size that are not uniform in year, make, model, color, or accessories. All Units will take a 2 point deduction on uniformity of equipment.

Noble Don Streeter of Tangier Temple presented to the members for discussion a revision of the score sheet for Show Car Competition. He explained that some of the items seemed repetitive and some can not apply to the Modified Class and presented a revised score sheet that was agreed upon all the Show Car Units present at a meeting held the previous day. A motion was made by Noble Streeter that the revised score sheet be accepted. A second was made to the motion, a vote was taken and the motion carried.

Noble Gene Doser of India Temple brought up the idea that a traveling be presented to the fastest time in the three and four wheel obstacle courses as now given on the two wheel course. Noble Doser added that the India Motor Corp will purchase the trophies if so desired. A motion was made and seconded that a traveling trophy be awarded to the fastest time on the three and four wheel obstacle courses. Motion carried.

President Neff entertained a motion that we continue the consolidation of classes as in the past few years. If there are not three or more Units registered in a class for by the deadline, the President will consolidate classes to make for three or more Units in a class.

A motion was made and seconded, a vote was taken, and the motion carried.

President Neff called for Elections of Officers.

Past President Jim Stahl made a motion that the Office of President be vacated, and that all current Line Officers be advanced one position. The motion was seconded, a vote was taken and the motion carried.

President Neff called for nominations for the Office of Organizer.

Past President Jim Stahl placed the name of Tom Hunter of Moolah Temple in nomination for Organizer.

Past President Bob Giesen placed the name of Ron Boese of Midian Temple in nomination for Organizer.

Noble Dale Malia placed the name of George Duncan of Ararat Temple in nomination for Organizer.

President Neff closed the nominations and informed the members that there are 31 votes and that it will take 16 votes to elect the new Organizer.

A vote was taken and the results were: Tom Hunter 11, Ron Boese 14, George Duncan 6.

No candidate has received more than half the eligible votes and the ballot was taken again. The results of the second ballot elected Noble Ron Boese as Organizer.

A drawing was held for positions on the fields for Competitive Drill.

MINUTES OF THE EXECUTIVE BOARD

APRIL 14, 2000

The meeting was called to order at 3;00 P.M. by President Jack Neff.

Roll call of Officer was taken and all Officers were present except Sgt-at Arms Darrell David.

President Neff called upon the Secretary to read the minutes of the previous Executive Board meeting. A motion and a second was made to accept the minutes as printed. Motion carried.

The Secretary read the minutes of the previous Mid- Winter Meeting. A motion and a second was made to accept the minutes as printed. Motion carried.

Past President Jim Stahl informed the members present on the death of Past Secretary Glenn Boggess and suggested that the donation made to the hospital be made in his name along with the name of Past President C.W. Rybin. All members were in agreement.

President Neff called upon the Secretary to explain the financial report. Past President Bob Giesen made a motion to accept the financial report as printed. A second was made to the motion. Motion carried.

President Neff asked the Secretary to explain the problems he has had in previous years when we borrow a mobile home for scorekeeping and suggested to the members that we should consider renting a construction site type trailer, similar to the one that was obtained by Past President Bill Green in Oklahoma City.

First Vice-President John McLaughlin gave everyone a briefing on CSSA in Wichita. The Competition will be at Lawerence-Dumont Stadium. We will not be allowed to set up the field on Thursday, but will be able to do all layout and marking of fields and Obstacle Courses. Someone will need to be there at 4:00 a.m. on Friday to complete the set up. The Awards Banquet will be at the Marriott Hotel East with 6:00 p.m. cocktails and dinner at 7:00 p.m.. The Thursday Executive Board Meeting and the Fall Meeting will be at Midian Temple.

President Neff called upon the Past President for any reports.

Past President Bob Giesen said that some of the Show Car participants held a brief meeting to discuss the scoring sheet and made some suggestions to bring up on the floor for consideration.

Past President Cliff Hansford again brought up the continuing problem of members waiting until the last minute to ride the Obstacle Course. He suggested that any Unit not riding in Competitive Drill should be required to ride the course immediately at the start of Competition.

Past President Brad Waite suggested that if a Unit does not attend the Fall Meeting for drawing of times on the field to confirm that they intend to compete, they will be assigned a time at the end of Competition. He also suggested that we define the definition of the Touring Class because there has been some mis-information on who can ride in this class.

Discussion was had on the judging of only four vehicles and personnel in Competitive Drill. It was determined that there needs to be better instruction given to the judges in this area.

Third Vice-President Jerry Ritchey suggested a 2 points be awarded to each vehicle for participation in Show Car Competition for those Units that show possibly 5 or 6 vehicles to 1 or 2 vehicles from another Unit.

EXECUTIVE BOARD MEETING
MARCH 8, 2002
WICHITA, KANSAS

This Meeting was called ot order by President Norman Conley at 3:10 PM.  The invocation was given by Past President Bob Giesen.  A roll call of Officers was made and all were present along with Past Presidents Bill Green, Jack Neff, Bob Ware, Bob Giesen, and Bradley Waite.

President Conley welcomed everyone to Wichita and informed everyone that there will be no Imperial Officers at our meeting, but that Bill smith of IASMC and Ed Remus of MWASMC will be present along with Doug Jolly of CSSA.

President Conley asked for a reading of the minutes of the previous meetings.  Third Vice President Darrell David made a motion to accept the minutes as printed.  A second to the motion was made by Past President Bill Green, a vote was taken and the motion carried.

The Secretary explained all the checks that were written and the financial report since the previous Mid-Winter Meeting.  President Norm Conley appointed Jerry Ritchey, Jack Neff, and Chuck Peterson to audit the books.

The Secretary read a communication from Alice of ISIS Temple requesting a list of all the current Officers so she may prepare a mailing list.  A letter was written to Alice with the names of our Officers along with a comment that the Motor Corp sends the names of its Officers to the Secretary of CSSA every year and we have yet to receive any type of communication from CSSA and that we always receive all our information in regards to CSSA on a second hand basis.

The Secretary then read a letter that President Conley received from Alice inviting the President of each Association to attend the CSSA Mid-Winter Meeting the next weekend.  

The Secretary proposed a By-Law change submitted by Past President Jim Stahl regarding the election of C.S.A.S.M.C. Officers.  The proposal was submitted more than 30 days prior to the Mid-Winter Meeting and will be voted on tomorrow.

A communication from Ron Boese was read concerning the Show Car classifications.

A communication was read from Ron Niederhaus concerning the Harley Davidson 100 Year Anniversary, and the upcoming hospitality rooms at CSSA in Omaha.

Fourth Vice President also read a communication in regards to a new way to tabulate the Competitive Drill scores and will present it at the Meeting.  A discussion was held and there was a common agreement that we should have a better way to level the playing field in regard to 4 vehicles compared to 16 vehicles.

First Vice President Jerry Ritchey said that in Omaha Competition will be at Bluff's Run with the Banquet at Harrahs Casino.  The Blue Knights will try to furnish all the judges.

The 2003 Mid-Winter meeting will be in Lincoln, Nebraska at the downtown Holiday Inn.

Second Vice President Chuck Petersen said he will ask for some help from our members in regards for a supplier for a new trailer and we should consider a way to lighten the load in the existing trailer.  A suggestion was made that we also consider a way to fund a new trailer.

Chuck reported that he has turned down two sites that were recommended for our Competition, one being worse that what we had in 1998.  The Awards Banquet will be held at the Chateau on the Lake Friday evening.  The fairgrounds in Springfield is being considered as a back up for a Competition site. 

Third Vice President Darrell David said he has been in contact with the people in Des Moines and has turned down one site that was less than 3 acres.  They will continue thier search for a propoer site.

Fourth Vice President Bob Sides said that a site for 2005 has not been selected and he had no information on CSSA in 2005.  He also reported on the Shrine Hospital Awareness Ride that he participated in this past summer.  This was a 13,750 mile ride that started in Alexandria, Virginia andd visited 20 Shrine Hospitals, and lasted six weeks.  This was a function that was not financially supported by anyone except the creators of the ride and that there was an exceptional amount of money incurred by these Nobles.  He made a motion that C.S.A.S.M.C. donate $500.00 to the ride to help offset some of their expenses.  Bill Green seconded the motion and the vote was unanimous to send them $500.00.

Sgt-at-Arms Ron Boese asked that the Officers consider being in Competition and that all the Officers should work together to fill in for someone when it is their time to compete.

President Conley asked if there is any New business that will be discussed at the meeting.

The Secretary reported that the following items are on the agenda.

1.  By-Law proposal by Jim Stahl

2.  Ararat Trykes on consolidation of classes

3.  Midian Air capital Eagles on what is considered a Novelty

4.  Ron Boese on the Milestone Class

5.  Bradley Waite on why we allow some Units to declare every defect on their vehicle.

6.  Consider the possibility of having the President assign times for competition

7.  Consider the possibility of the Motor Corp selling shirts with the Motor Corp Wings, and the Officers wear a distinct shirt in the Competition field for ease of locating them.

8.  Consider chnages in the dues remittance sheet to eliminate the address of all the members of a Unit.

9.  Consider adding a Convertible Class to the Show Car Competition.  This new class will be for Units that are strictly made up of convertible vehicles.

The Secretary mad a motion that C.S.A.S.M.C. Executive Board grant life membership to our members when they become President of IASMC or President of CSSA, along with any of our members who have previously held these offices.  He also suggested that Dub Garner be also awarded a life membership for his dedicated work with the Association.  It was noted that life membership does not grant them a vote.  Bill Green seconded the motion, a vote was taken and the motion carried.

With no further business to come before the Executive Board, President Conley adjourned the Meeting.

MID-WINTER MEETING

MARCH 9, 2002

WICHITA, KANSAS

The Meeting was called to order by President Norm Conley at 9:00 A.M.  The invocations was given by past President Bob Giesen.  

President Conley welcomed everyone to Wichita, encouraged everyone to visit the hospitality room and informed the members that after the Meeting, there will be a mini-obstacle course setup in the lobby for anyone who would try it for fun.  

President Conley called for validation of credentials, Organizer Gene Doser announced that there are 35 voting members present.

President Conley called for roll call of Officers, all Officers were present.

President Conley introduced Illustrious Sir Ron Capps, Potentate of Midian Temple who welcomed everyone to Wichita and thanked the members who attended a dinner at Midian Shrine Center the previous night.

President Conley then introduced Kenny Steele, Michael Kelley and Gary Dunn all Past Potentates of Midina Temple and members of Midian Motor Patrol.

President Conley introduced Past Presidents, Bob Ware, Bob Giesen, Bill green, Jack Neff, and Bradley Waite.

President Conley introduced Bill Smith of Atarat Temple and President Elect of IASMC who invited everyone to attend the ISAMC Mid-Winter Meeting in Shrevesport.

President Conley introduced Ed Riemus, President Elect of the Mid-West Shrine Motor Corp who invited everyone to attend the IASMC Competition in Minneapolis in 2003 which will be combined with the Mid-West Competition using International Rules.

President Conley called upon the Secretary to read the Minutes of the previous Mid-Winter Meeting and Fall Meeting and entertained a motion to accept the Minutes as printed.  A Motion was made and seconded to accept the Minutes of the previous meeting as printed.  A vote was taken and the motion carried.

President Conley called upon the Secretary to read the Financial Report.  Secretary Waite explained all the checks written since the last Mid-Winter Meeting, the income and the current value of the mutual fund account.  A motion was made and seconded to accept the financial report as given.  A vote was taken and the motion carried.

President Conley called upon the Secretary to read the Bills and Communications.  The Secretary reported that there are no bills, and read a communication from Alice from Isis Temple requesting the names and addresses of the Officers, a communication from CSSA inviting only the President of CSASMC to attend their Mid-Winter Meeting next weekend, a proposed By-Law change and a clarification of classification from Ron Boese, both of which will be brought up under New Business.

President Conley asked for any Reports of Officers.

First Vice-President Jerry Ritchey informed the members that Competition in Omaha will be at Bluff's Run and followed by the Awards Banquest at Harrahs Casino, which has a facility to accommodate 1200 people.  The 2003 Mid-Winter Meeting will be in Lincoln, NE on March 10, 2003.  Secretary Waite informed the members that the Headquarters hotel will be the Holiday Inn at 72nd & Grover.  The Holidome has been reserved for all the Units of Tangier Temple to host hospitality rooms.

Second Vice-President Chuck Petersen reported that he will be checking out several Competition locations that have been located by the Branson committee.  The Awards Banquet will be at the Chateau on the Lake.  There is a possibility that if the Competition sites are not suitable, we may have to go to Springfield for Competition.  The Imperial Session for 2003 will be in Denver and there will be mountain tours available for the motorized units.

Third Vice-President Darrell David reported that CSSA 2004 will be in Des Moines and no locations for Competition have been selected yet.

Fourth Vice-President Bob Sides reported on the Shrine Hospital Ride.  He informed the members that this is a once in a lifetime ride for those that participated.  This was a 13,750 mile ride that started in Alexandria, Virginia and visited 20 Shrine Hospitals in North America.  The ride took six weeks to complete.

Sgt-at-Arms Ron Boese and Organizer Gene Doser had no reports.

There were no reports from Past Presidents.

There were no reports of any standing committees.

Second Vice-President Chuck Petersen stated that we need to be looking for a new equipment trailer.  The present trailer is overloaded with equipment and there is constant repairs being done to keep it rolling.  He asked the members that if anyone knew of any one who might be interested in helping us find a new trailer, plese see him after the meeting.  He also suggested that we start a trailer fund with any donations anyone wanted to make for the replacement trailer.  It was suggested that we start with passing the hat at this meeting for donations.  A collection was taken and $316.00 was donated.

President Conley asked for New Business.

Gene Lundy of Ararat Temple presented a By-Law change concerning the election of Officers.  He proposed to change Article III, Section 1 to read as follows:

"The Officers of this Assocaition shall Consist of President, 1st Vice President, 2nd Vice President, 3rd Vice President, 4th Vice President, Sgt-at-Arms, and Organizer, all of which shall be elected for a term of one year at the time of the Central States Association of Shrine Motor Corp Mid-Winter Meeting and shall server until their successors have been elected and installed.  The elective offices of this Association cannot be filled by two (2) Nobles of the same temple."

A motion was made and seconded for this proposal and after some discussion, President Conley asked for a vote.  A vote was taken and the motion failed.

Noble Bobby Simmons of Midian Air Capital Eagles asked for a clarification of the Novelty Class.  He asked that the class be of Units that are new and unique and that a everyday four wheel Unit be put in their propoer class.  After much discussion, it was decided to put the golf carts back in Four Wheel Medium with the Abu Bekr Rat Patrol and that will possibly avoid consolidating the Four Wheel Medium and Four Wheel Large into on Class.

President Conley then introduced John Arnold, Past President CSSA, and Doug Jolley Fourth Vice President CSSA.  Noble Jolley said that the was here to listen to us and would like to talk to anyone about any suggestions for CSSA.

Sgt-at-Arms Ron Boese asked for clarification of the Antique Car and Milestone Classes.  He asked that modified cars not compete in Antique and Misestone Classes and that they compete in the Modified Class.  After much discussion, it was decided that the Milestone Class is an obsolete class and that antiques that are modified will be judged in the Modified Class.

Secretary Waite proposed a new car classification for convertibles.  He noted that every Temple in Central States has a convertible Unit, because it is usually the Unit that the Divan parades in.  He proposed a classification for a Convertible Cars that is for Units that are composed strictly convertibles.  If a Unit is made up of different cars, some of which are convertibles, they will compete in the various classes that now exist.  This new Convertible Class is for Units that are made up of only convertible cars.  He explained that the CSSA Mid-Winter Meeting is next weekend in St. Joseph, MO. and all the Potentates and their Divan will be at that meeting.  The Officers of the Motor Corp would like to present this new classification to and also explain to the representatives about some of the problems we have had with the CSSA Officers, if we are allowed to speak at the meeting.  After hearing a lenghtly explanation of some of the recent problems we have had with CSSA Officers, Noble Doug Jolley of CSSA said that he would get with President Cliff Boyer to make sure that the Motor Corp will be able to speak to the representatives.

Secretary Waite informed the members that many of the scores sheets come back with a list of declarations.  Most declarations are for paint chips or windshield chips that are usually declared every year.  He stated that the rule states that the only thing you can declare is damage that occurred while in transit to Motor Corp Competition.  If you are going to declare all your defects, why judge the cars.

President Conley entertained a motion to continue the consolidation of classes as in previous years.  Any class that does not have a least Units registered to compete in Competitive Drill by the registration deadline, will be consolidated with the next class to provide for more competition.  A motion was made and seconded to continue the consolidation of classes.  A vote was taken and the motion carried.

President Conley explained to the members that the President always has to change the drawing for position on the drill fields.  After the deadline for registration, the two drill fields are almost always lopsided with one field with several more Units in competition that the other field.  Last year President Conley assigned times and field positions after the deadline for registration.  Everything was all set prior to the Fall Meeting, and it made the meeting go a lot faster with less confusion.  President Conley entertained a motion to allow the President to assign times and positions on the fields again this year.  A motion was ande and seconded, a vote was taken and the motion carried.

Fourth Vice President Bob Sides explained a proposal to change the method of scoring on the drill fields according to the number of participants in each Unit.  The proposal would take the total number of point deduction and divide it by the number of participants in that Unit, and that number would be the actual point deduction.  A motion was made and seconded to accept this new method.

Secretary Waite stated that there needs to be some way to level the field when it comes to four participants against sixteen participants and this might be the best proposl given, but, some of the help he has in tabulation scores will not see the new method until the day of competition and due to the limited amount of time there is to complete the scores prior to the Awards Banquest, that there could be some errors.  He explained that in previous years he has provided a place on the score sheets for the judges to put the number of participants in.  Very few of the four score sheets from each unit had the same number of them.

Organizer Gene Doser suggested that we continue to score the same this year, but to also use this new method after competition and bring the results back to the next Mid-Winter Meeting and see how it works for possible implementation or modification.

President Conley asked for a vote on the new method and the motion failed.

Chriss Green, a member of the Ararat Lotawana Boaters announced that their competion boats are up for slae and he hoped that some Shrine Unit might be interested in buying them.  If so, contact him or Ararat Temple.

Third Vice-President Darrell David stated that there might be a possibility that we might be able to have some type of Show Bike Competition similar to the Show Car Competition.  He suggested that we try this in Omaha without any type of classification and see what kind of interest it might have.  First Vice-President Jerry Ritchey said he would come up with some kind of judging for the trial year.

President Conley asked for nomination for the Office of Organizer.

Noble Ron Reynolds of Moolah Gateway 500 placed the name of James Tracy in nomination for the Office of Organizer.

Past President Bill Green placed the name of Gene Lundy of Ararat Goldwings in nomination for the Office of Organizer.  Noble Lundy said he appreciated the honor but withdrew his name from nomination.

President Conley asked for any other nominations.  Hearing none, he asked for a motion to close nomination, and cast a unanimous vote for James Tracy for the Office of Organizer.  A vote was taken and the notion carried.

Secretary Waite mentioned that the Motor Corp was going to look into having shirts made up for the Officers to wear at Competition.  They will all be wearing the same shirt and hat, and that should make them an easier target for anyone trying to hunt them down.  Also, we will be looking at the possibility for having Motor Corp shirts for sale to our members and that the shirts will be marked up a few dollars and that the money made from the shirts be put in a fund for the replacement of the trailer.  This hopefully will avoid using money from the mutual fund account or having dues increase.

Having no further business to come before the order, a motion was made and seconded that we adjourn.  A vote was taken and the motion carried.
