                Section 5. All active members and members-at-Iarge shall have the right to attend all meetings of the Board of Governors, but shall have no vote nor propose any motion unless he be a voting representative.        
                Section 6. The election and installation of Officers and all business pertaining to this Association will be conducted at the Mid-Winter Meeting and the only business conducted at the Fall Meeting will be the assigning of times on the competition fields and emergency situations as determined by the President.
                Section 7. The Secretary of this Association shall be compensated for his duties. Such sum shall be in the amount set by the Executive Board.

        ARTICLE VII. Order of Business
                    Section 1. Unless otherwise ordered, the following order of business shall prevail.


                            A. Meeting called to order
                            B. Validation of credentials
                            C. Roll call
                            D. Reading of the previous minutes
                            E. Bills and communications
                            F. Reports of Officers
                            G. Reports of Past Presidents
                            H. Reports of standing committees
                            I. Reports of special committees
                            J. Unfinished business
                            K. New Business
                            L. Election of Officers (Mid-Winter Meeting only)
                           M. Adjournment

                   Section 2. All business, where not specifically covered by the foregoing, shall be governed by Robert's Rules of Order.

        ARTICLE VIII. Activities of the Central States Association of Shrine Motor Corps
                Section 1. All motorized units in good standing with this Association shall be eligible to enter the Drill Competition, Obstacle Course or Show Car Competition as the competition rules apply.
                Section 2. All motorized units desiring to enter competition must pre- register by certified mail with the Secretary of this Association by August I st. Any motorized unit not registered with the Secretary by August 1st shall not compete. New units excluded. Extenuating circumstances may be considered.


        ARTICLE IX. Official Insignia
                Section 1. The Official Insignia of this Association shall be a winged emblem, two and one-half inches long, containing a center circle, 7\8 of an inch in diameter, circumscribing the Shrine Emblem. Around the center circle of the emblem shall be the words, "Central States Association of Shrine Motor Corps". The wings shall be silver. the outer border of the circle shall be green with a red star in the center. These insignias shall be sold only to members of C.S.A.S.M.C..
